The Parallel Channel
The Conviction
On May 26 the United States and India signed a bilateral critical-minerals framework. Read alone it is a trade-desk item. Read against the yuan-settlement records China’s CIPS set this spring, it is one half of a single structural picture, and the latest beat in a cadence that has not slowed since February.
The dollar-alternative settlement-and-supply architecture has moved from signal to structure over the past four months. Both major blocs are hard-wiring parallel, non-market-priced channels for the things that matter: payments on one side, critical minerals on the other. CIPS now clears at a scale that no longer reads as pilot infrastructure. The United States stood up FORGE in February as a plurilateral successor to the Minerals Security Partnership, then kept signing bilateral frameworks underneath it, twenty-one in five months by the February ministerial and more since, the US-India framework among them. The plurilateral forum is the umbrella. The bilaterals are the channel. Together they are built for reference-price and price-floor discipline rather than market-clearing discovery. This is the same move executed by opposite poles.
The price-reality gap is here. Consensus prices yuan internationalization at under 3 percent of global payments on SWIFT and dismisses it. Consensus prices the US minerals push as industrial policy and moves on. The structural read is different. Settlement and supply are the two rails on which a bifurcated system runs. Both rails are now being built in parallel by parties who refuse to depend on the other’s channel. This issue reads from the non-Western vantage as a corrective to default Western framing. Both are bias layers. The structure is what survives either lens.
For the cross-border operator, the relevant question is no longer which currency or which jurisdiction. It is which channel, on which rail, under whose pricing discipline, with what right of exit when one channel closes to the other.
