Today's Read

Food costs now outrun inflation in more countries, and governments are stepping in

OBSERVE

The Food and Agriculture Organization (FAO) Food Price Index averaged 136.0 points in September 2026, per FAO, October 2. That is the highest since November 2022 and 5.8% above a year earlier. In the September quarter, food prices outpaced headline inflation in 22% of 150 countries, up from 14%, per World Bank data cited by Reuters, October 19.

ORIENTATION

FAO measures traded export prices, not shop prices. Reuters country reports rest on shop visits and company interviews, not a retail survey.

SO WHAT

The cost is reaching shelves where imports meet weak currencies. Indonesia's retail rice hit a record 15,769 rupiah a kilogram in September, per Statistics Indonesia (BPS) via Reuters. That is above the 14,900 rupiah ceiling for premium rice, per ANTARA, October 2. Retailers selling under the ceiling take a loss, per retail group chairman Roy Mandey via Reuters.

Governments have responded. State agency Bulog releases about 4,000 tons of rice a day, per ANTARA. India allowed up to 1 million tonnes of duty free raw sugar imports until October 31, 2026, per a Directorate General of Foreign Trade notice reported by Rural Voice. Reported: unsubsidised bread in Egypt rose to about 5 pounds a large loaf from 4 in July, per Reuters; independent confirmation was not located.

Assessment: buyers in import dependent countries carry most of this cost, assuming local currencies stay weak. FAO also cites El NiƱo dry weather; if weather dominates, cheaper freight would bring less relief.

EXPOSURE

This reaches Income and Health for households buying staples in Indonesia, India and Egypt, and for food firms buying imported grain. Decision question: does a household or food business budget through March 2027 assume staple prices ease? The constraint: staples have few substitutes, and price ceilings move losses to retailers rather than remove them. A reader without this exposure has no new decision today.

WHAT IS LIKELY

Staple import costs are likely to stay high through December 2026. FAO chief economist Maximo Torero expects a bigger impact toward year end, per Reuters. A fall in the FAO cereals index would change this view.

WATCH

November 6, 2026: FAO publishes the October Food Price Index, per its release calendar. A reading below September's 136.0 points would weaken the lead assessment.

POSITION: Food and Water, Money and Credit | Income, Health | Decision: Does a household or food business budget assume staple prices ease before the 2027 harvest?

Iran rejects new talks as a tanker strike claim tests shipping routes

Iran's security chief Mohsen Rezaei told Pakistan's army chief Asim Munir on October 20, 2026 that talks wait on American trust building steps, per state TV via Gulf News; Al Jazeera confirmed the Tehran visit. Reported: the Revolutionary Guards say a supertanker carrying over 2 million barrels hit a mine south of Hormuz; no maritime authority confirmation was located. Crews and cargo owners carry the risk (Income, Health); further attacks are likely while talks stall. Decision: does a supply contract assume Gulf cargo arrives on time?

IMPACT: United Arab Emirates | HIGH | about 217 vessels waiting off Fujairah and Khor Fakkan, per JMIC via Global Energy Flow; Merchant shipping | HIGH | Guards say crews will be held responsible for route choice, per Gulf News.

Asia

Bank Indonesia tightens its corridor instead of its headline rate

Bank Indonesia held its benchmark at 5.75% on October 21, 2026, but raised its deposit rate to 5.00% from 4.75%, per FXStreet and Newsquawk. Markets expected 6.0%, per FXStreet. A weaker rupiah raises imported wheat and fuel costs for food firms (Income). Decision: does an import or rupiah loan budget assume today's rate holds?

IMPACT: Indonesia | MEDIUM | the dollar near 18,040 rupiah, up a third straight day, per FXStreet; Banking | LOW | short interbank rates pulled toward the corridor middle, per Newsquawk.

North America

Economists now expect a December Federal Reserve hike

All 100 economists in a Reuters poll taken October 16 to 20, 2026 expect a Federal Reserve hike on December 8 to 9, per Cointurk. CME FedWatch priced a 90% chance, per FXStreet. Borrowers refinancing variable rate debt carry the exposure (Income). Decision: does a refinancing plan assume rates stop rising this year?

IMPACT: United States | MEDIUM | consumer inflation 3.7% in September, up from 3.4% in August, per Reuters via Cointurk; Housing finance | LOW | target range 3.75% to 4.00% since September 17, per Admirals; pass through not established.

Decision Register

The Weekly Decision

The weekly question is how a household or food business budgets when staple prices rest on weather, freight and currency moves it cannot control. Observation alone cannot settle it, because the 2027 harvest is not yet known.
