Kenya's kerosene cap jumps Ksh28.49 a litre as the regulator cites Gulf supply costs

OBSERVE

Kenya's Energy and Petroleum Regulatory Authority (EPRA) raised maximum pump prices on October 14, 2026, per The Star and The Kenya Times. The new caps run from October 15 to November 14. Kerosene rose Ksh28.49 a litre, petrol Ksh12.93 and diesel Ksh9.90. Nairobi kerosene now costs Ksh219.85 per The Star, or Ksh219.87 per The Kenya Times. Diesel costs Ksh227.76. EPRA said it would not add a price stabilisation measure this cycle, per The Kenya Times. EPRA chief Edward Mwirigi told lawmakers on October 15 that "September has been the worst month ever since this war broke out."

ORIENTATION

EPRA sets the caps, so the prices are primary facts. Its cost explanation is its own account. The end of a subsidy in place since April is reported by The Kenya Times only.

SO WHAT

The Star called the kerosene rise "particularly significant for kerosene-dependent households." Diesel powers much of Kenya's freight and public service vehicle fleet, per The Star. That links the caps to commuter fares and the cost of moving goods. No fare increase was located at writing time, so that link stays conditional. A response is visible. The Motorists Association of Kenya demanded an independent review and an audit of the state import deal, per Kenya Today. It said it could mobilise peaceful protests. Lawmakers asked EPRA to explain the rise, per The Kenya Times. Assessment: household fuel costs stay above last month's caps through November 14, assuming landed import costs do not fall. One observation weakens this. Petrol import costs fell nearly 8% last cycle while pump prices held, per The Star, so caps can move apart from import costs.

EXPOSURE

This reaches Income and Lifestyle. Kerosene-dependent households, matatu operators and small freight firms carry the exposure. Decision question: does a household or route budget for the next month assume last month's fuel caps? The constraint is that the caps hold for a full month. A reader with no Kenyan fuel exposure has no new decision today.

WATCH

November 14, 2026: the current EPRA price cycle ends. A kerosene cap below Ksh219.85 in the next cycle would weaken this assessment.

POSITION: Energy, Money and Credit | Income, Lifestyle | Decision: Does a household or route budget assume last month's fuel caps?

Hormuz accounts split as attacks reach a wartime high

At least 10 ships were attacked in or near Hormuz since October 11, per AFP security data via Daily Trust, October 15, 2026. US Central Command said over 19 million barrels of crude crossed in one day, while Iran's army chief said the strait "remains closed," per Gulf News. Unknown: which flow account holds. Gulf importers and seafarers carry this (Income, Health). Decision: does a Gulf supply plan rest on one side's account?

Gqeberha factories pay for diesel when the grid fails

A 15 hour unplanned outage on October 8 left Isuzu Motors South Africa spending close to R400,000 on diesel in one day, per Daily Maverick. Key industrial areas logged 109 unplanned outages from January 2025 to October 2026. Factory workers and suppliers carry this (Income). The local business chamber said outages weaken the metro as an investment site. Decision: does a supplier contract assume grid power holds?

IMPACT: South Africa | MEDIUM | 109 unplanned outages in key industrial areas, per Daily Maverick; Manufacturing | MEDIUM | one plant's diesel bill near R400,000 in a day.

Europe

Decision Register

The Weekly Decision

The weekly question is how households in import-dependent economies should budget for fuel when regulators reprice it monthly against a Gulf supply shock. Observation alone cannot settle it, because each monthly cap depends on landed import costs and policy choices that move separately.

The automated research pack for October 16, 2026 was unavailable at writing time after 20 minutes of checks. This edition draws only on pages the writer opened on October 16, 2026.

Corrections: no correction notice is required. The October 15 issue set an October 16, 2026 Sovereo review of Korean foreign net selling; that selling stopped on October 16, per Financial News and Aju Press. Separately, an AFP analyst put recent Hormuz traffic near 80% of pre-war levels, which diverges from the Kpler count cited on October 15; neither figure is treated here as settled.
