Spain caps rent rises and extends leases; Congress votes on October 2

OBSERVE

Spain's cabinet approved two housing decree laws on September 29, 2026, per Spain in English and idealista. The first, Royal Decree Law 26/2026, took effect on publication in the Official State Gazette (BOE) on September 30. It caps annual rent updates on existing contracts at 2% through December 31, 2027. Tenants on primary residence leases ending before December 31, 2028 may request up to two extra years. Some evictions of people without alternative housing are suspended until December 31, 2030. The second decree, on automatic lease renewal, was not yet in the BOE on September 30, per Confilegal.

ORIENTATION

The BOE text is primary and fixes what the first decree says. Vote timing and party positions come from Spanish press. Industry reactions come from trade groups with a stake in rental rules.

SO WHAT

Spanish rent and lease terms now run on rules that could lapse within weeks. A decree law needs Congress to validate it within one month, per Spain in English. The People's Party (PP) and Vox oppose; Junts, PNV, Podemos and Coalición Canaria were undecided on October 1, per El Constitucional. Landlords have already reacted. The developers' association APCE says members are weighing a shift from renting to selling, per Russpain. Reported: 1,248 protest tents stood in Madrid's Puerta del Sol on September 30, per El Constitucional. Assessment: tenants gain protection only while the decree stands, assuming Congress does not reject it.

Colombia raises its policy rate to 12.25% in a split vote

Banco de la República lifted its policy rate 25 basis points to 12.25% on September 30, 2026, by four votes to three.
